Biography
Dr. Carlos Oliveira Cruz is currently working as Assistant Professor at University of Lisbon, and Consultant to the Millennium Challenge Corporation (USA) in Cape Verde and to the Friedrich Naumann Foundation (Germany) in Iraq, on assisting local governments in strengthening public governance skills. He earned his Ph.D. in Civil Engineering from University of Lisbon, Portugal. Previously he was appointed as Visiting Scholar at Harvard University, Project Manager & member of the Board, Trenmo Engineering, and Deputy to the Portuguese Secretary of State for Transportation, and Business analyst, Mckinsey & Company, Lisbon. He has published 30 research articles in international journals, and 5 book chapters as author/co-author.
